Ukraine is a country with unique intellectual potential, manifested in innovations, scientific discoveries, creativity, and the preservation of traditional knowledge. In times of global challenges, we must not only defend our land but also safeguard the competitiveness of Ukrainian businesses and the economy on the international stage.
The Ukrainian National Office for intellectual and Innovations (UANIPIO/ IP Office) is working to ensure that Ukrainian inventions, brands, and unique products receive reliable protection in line with international standards and that the intellectual property (IP) system contributes to economic development and investment attraction.
Cooperation with WIPO: Strategic Support for the IP System
The World Intellectual Property Organization (WIPO) is a key partner for Ukraine in strengthening the innovation and creativity ecosystem and mitigating the negative impact of war: Thanks to this cooperation, Ukraine benefits from expert sup-port, access to international best practices and modern tools for rights holders. UANIPIO actively participates in WIPO international programs that help improve legislation, digitalise processes and raise public awareness about the importance of intellectual property.
Last year, the Assemblies of the Member States of WIPO made an important decision to continue providing assistance and support to Ukraine’s innovation, creative sectors and IP system. This decision includes monitoring the impact of the war on Ukraine’s innovation and creativity ecosystem; reporting annually on the implementation of this decision at future Assemblies of the Member States of WIPO; and taking steps to ensure that publications on WIPO resources and platforms adhere to the principles of Ukraine’s sovereignty, independence, and territorial integrity within its internationally recognised borders. This decision has equipped us with legal mechanisms to protect the intellectual property of our producers – across all of Ukraine, including temporarily occupied territories.
With the involvement of national and international experts, WIPO provides valuable assistance in developing the National Strategy for the Development of Intellectual Property, which will become a strategic document for the advancement not only of the IP sector but also of business, science, and culture in Ukraine.
In this context, we actively defend Ukrainian geographical indications, including those that Russia is attempting to appropriate. One striking example is the “Melitopol Cherry,” a geographical indication and a part of Ukrainian identity and cultural heritage unlawfully seized by Russia. This is not just an economic or export issue; it is about preserving our identity and protecting our heritage from erasure or theft by the aggressor. And we are consistently defending this right at the international level.
Strengthening Trade Relations: Cooperation with the US and the EU
The development of intellectual property is a key factor in strengthening Ukraine’s trade relations with the world, especially with the United States and the European Union. A transparent IP protection system sends a strong message to international partners that Ukraine is ready for fair competition in global markets. It also improves Ukraine’s investment climate. It is a “green light” for foreign investors willing to develop their businesses in Ukraine in high-tech, military-tech, agricultural, medical, and other sectors.
This is particularly relevant for the defence technology sector, which is rapidly developing amid the full-scale war. Ukrainian engineers and startups create unique technologies daily that help defend the country.
That is why Ukraine is building an effective IP protection system to not only support this innovative breakthrough but also ensure reliable legal protection for the technology owners, including those not residing in Ukraine. This is another step toward strengthening Ukraine’s national security and technological sovereignty.
An important element in enhancing trade relations is dialogue with the Office of the United States Trade Representative, the U.S. Department of Justice, and the U.S. Department of State on improving mechanisms to combat online piracy, counterfeiting and patent trolling.
Ukraine must also address these and other challenges on its path to full EU membership – and we are actively working on this.
European Integration and Intellectual Property
Intellectual property is a crucial component of Ukraine’s EU accession negotiations. Implementing European standards in this area is part of Ukraine’s commitments within the negotiation framework.
In December 2024, a Ukrainian delegation that included representatives of the Ukrainian IP Office reported to the European Commission in Brussels on the readiness of the national IP system for EU integration. This milestone followed a significant preparatory work: 30 government agencies, associations, and research institutions were involved, 25 presentations were prepared, responses to the European Commission’s questionnaire were provided, and Ukraine’s legislation was analysed for compliance with 26 EU legal acts. With the support of IP offices from the EU and Europe the European Union Intellectual Property Office, the European Patent Office and international experts two rounds of preparatory mock sessions were held. As a result, the European Commission highly commended Ukraine’s readiness in the IP sphere, confirmed the appropriate level of compliance, and expressed readiness for further support.
Among the key European integration tasks are establishing an effective enforcement mechanism, including the creation of a specialized IP Court, and amending nearly all sectoral laws on industrial property, copyright, and related rights. These will be major reforms.
IP as the Foundation of Economic Development
Clear rules for the protection of copyright and industrial property rights create a favourable environment for business, research and innovation. UANIPIO is working to provide a transparent, efficient, accessible, and swift mechanism for IP registration.
For example, it has been agreed that Ukraine will implement the European procedure for trademark registration based on absolute grounds even before joining the EU. This is a strategic step that will help Ukrainian businesses adapt to European rules and practices. The transition to the new system means not only simplifying the registration process but also significantly reducing registration timelines – aligning them with those in the EU. And this is exactly what Ukrainian businesses need today.
Another important area is supporting entrepreneurs and startups that create innovative products and seek to enter international markets. For instance, EUIPO has extended the SME Fund program for Ukrainian small and medium-sized businesses, which offers various compensations related to IP rights registration in the EU. Additionally, UANIPIO is actively working with local and regional authorities to launch similar support mechanisms and tools at the national level.
There is also significant potential in cooperating with the Ukrainian diaspora in the United States, which plays a crucial role in promoting Ukrainian brands, startups and technologies, and in preserving Ukrainian culture. Intellectual property is the foundation for strengthening these ties, as it guarantees legal protection and contributes to the international recognition of what is created in Ukraine.
Ukraine is confidently moving forward, strengthening its position in the international IP market. In these challenging times, our mission is not only to adapt the IP system to current challenges but also to turn it into a powerful tool for economic growth. Ukraine is a country of creators, innovators and entrepreneurs – and we are ready to defend our interests globally.
Geographical Indications: A Tool for Business Development and Export
At the IP Office, we are working to ensure that as many intellectual property objects as possible are registered, as this is both a guarantee and an indicator of legal awareness among creators. At the same time, I would like to focus specifically on geographical indications.
Geographical indications are objects that the entire country can be proud of. They are also an effective tool for protecting national products and goods with unique characteristics linked to their place of origin. From Hutsul bryndza and Zakarpattia wine to Frumushika lamb and Krolevets towels, these products are an integral part of Ukrainian identity.

UANIPIO is actively working to expand the list of registered geographical indications, ensuring their legal protection both in Ukraine and internationally. This opens new export opportunities, increases trust in Ukrainian products, and stimulates regional economic growth.
The protection of geographical indications is also crucial for preserving Ukraine’s intangible cultural heritage. Each of these products carries unique traditions, knowledge, and crafts passed down through generations. By safeguarding these assets through IP tools, we help preserve the individuality of our regions, strengthen national unity and enhance Ukraine’s global recognition.
